I get the impression DToast is basically the guy above the moderators who also has to take on whatever Fandom gives him. Probably Timmy would be one of them since apparently he's the Trust and Safety guy for Fandom.
The 68,000 users quote is definitely something they said in a meeting or email together lol. There's quite a few hints that they're looking at numbers and data and not actually talking to the users they're impacting or the hypothetical people want to attract.
