That was Steve Bartman and it was during the 2003 NLCS. and while he may or may not have interfered he was NOT the reason the cubs lost. the cub lost because of the CUBS, they completely collapsed that same inning and even then they could have won game 7 the next day but they didn't. Cubs fans just used the poor guy as a scapegoat for their team being ass.

The greatest thing MLB did was back in the 90's when a bunch of umps threatened to resign over a labor dispute so MLB simply accepted their resignations. Called their bluffs and a bunch of them lost their jobs overnight. So glorious
