Is it actually true that they couldn't show him with one arm in previous games because it was "too gruesome"?

It's probably because they didn't want to bother doing the legwork for a one-armed dude.

I feel like there was at least one game where they programmed him to be fighting one armed, but he still had both arms. So I think that might be correct that it was some kind of weird censorship thing.

In Xenoverse 2 future Gohan has both arms but his entire move set is a one arm based. It's baffling

Tenkaichi 3 did this. Gohan had both arms, but only use one of this and it looked both cool and awkward
