If you're asking in good faith, my friend lives in Cambodia and he can't make a PSN account there so he would effectively lose access to a game he puts hundreds of hours in. He could just ask for a refund, but he really really loves the game and it would overall would've sucked for him to put that many hours into a game.im not really sure how all this works but cant he make a vpn account then set his location in the us then make the account then link it? does that work?
