Musou games are built off of the back of your army versus the enemy army (or at the bare minimum, the enemy must have an army), not the sheer act of having stupidly strong protag. Outside of the Frieza stuffs none of the villains have a real army to speak of and there is definitely no army from the Z-fighters, and outside of specific characters there are utterly no armies in Jo Jo's.

Most of the fights in OP arent massive armies fighting each other but thats how the Pirate Warriors portrays it. Its just about being fun. It doesnt have to be 100% lore accurate.
