I remember being spooked by it as a little kid.

I either turned the volume way down or activated the bike so that the bike theme would replace the Lavender Town theme.

It didn't spook me out, so I didn't have to do anything. There was a game on PS1 that same year called Brave Fencer Musashi, that did scare me. My solution there was to take a break from playing it

Not much. It was just a game to me. I don't know if I'd have been bothered if I was younger. Impossible to know

I didn't find anything wrong with it. Maybe I was too old to be effected by it, I was at least 16 by then. I remember when I was very young, my mother was a fan of this Colecovision game, The Heist, and there was something about the sound that played when you died that just drove me up the wall. I could hear it across the house with the volume turned low and it would set me screaming. It was more than physically painful, it was more like someone running an industrial drill through my skull.
Every time you make Actual Intelligence look bad, Artificial Intelligence gets pushed that much harder.
I took no notice of it whatsoever.

Can't say I felt the same. To me, it was just a theme, maybe a bit different from the happy go lucky nature the rest of the towns gave.

As a kid I would generally play Game Boy with the volume turned all of the way down anyway to get the most time out of my batteries. Not sure how much of a difference it actually made, but it at least felt like I was doing something. So I didn't actually know the theme until I was older, but I can't imagine I would have had to do anything to deal with it even if I had listened to it as a kid.

It's creepy, but, tolerable.

Btw, a while back I tried the JP version of gen1, specifically Pokemon Green.
From the original Red/Green to later versions there were definitely a few interesting minor changes, like reducing really bad screen flashing during the Thunderbolt move, or fixing the accuracy of Swift, or changing the names of the "Boy Scout" and "Girl Scout" trainers (eventually campers and picnickers, even in JP releases).

But I couldn't figure out if the infamous "JP Lavender Town theme" was actually any different, or if that's just a rumor.
Tonally I think it's the same. The quality might've been worse, more grating? It was uncomfortable to listen to, but maybe that's just Lavender Town. I'm not sure if it was *actually* any different, or just me looking too hard for something.

Others don't get to dictate what's normal and what isn't. It's something we decide for ourselves.
I just played like normal.

It didn't blow up as being creepy until around the time stuff like Ben drowned became popular, tbh. None of my friends thought it was creepy, either. None of us thought Blue's Raticate died either, just that he replaced it for something better. Blue makes a snarky comment about making your Pokemon faint and then admits to filling out his Pokedex after you beat him. All these theories are fan fiction that became popular and weren't thought of by players back in the 90s.
