Freeside has to deal with drugs and bullying from the Kings / NCR. West and North Vegas has to deal with daily life-or-death threats from Fiends and water / power shortages. So the 'quiet outer areas' definitely have the shorter end of the stick.

It's great how so many plotlines that started off as throwaway gags actually got proper payoff as the show went on. S2: 'How'd you get that [metal hand] anyway?"
