Prisons are literally businesses down there. They're for profit. Canada had 3 of those total, iirc all run by an American corporation, and all 3 are things of the past cause its an insane and garbage model.

Also shouldn't reform be the goal? Not fucking people with massive debt and basically ensuring they end up back in jail cause they need to do crimes just to survive?

Gotta keep that revolving door spinning. If people had a genuine chance to get back on their feet and go clean it would cost the prison industrial complex millions if not billions.
