Its the glasses chick in 13 who was set up pre-release to be a pretty major antagonist and turned out to be thrown away by the main bad guy after like two scenes total. But now that he couldn't win this, I don't feel bad anymore. It appears he's just not a very strong character in a finals and VI fans should go to Terra or Sabin (or even try for a Celes repeat).

I think the only times you had to see them between the Mythril Mines and the final fight with them in Midgar was Tseng in the Gold Saucer and Temple of the Ancients and Elena in Icicle Inn (which is past where this part ends unless they change the order of things).
