I'd count teacher qualification as ultimately being funded-related because what it boils down to is not being able to hire specialty faculty. But yeah, student interest is something I didn't consider.

Tons of K-12 schools in central California have no decent opportunities for advanced students either so it's definitely not just a Kentucky problem.
