That state has an obligation to caring for the basic needs of the people it is holding in it's custody. That includes keeping them fed. Giving someone who hasn't eaten in over a day a snack size bag of chips from the vending machine is not "feeding" them, and you would agree with that statement in the case of any other person who was being held in custody. The fact that Roof got the bare minimum standard of treatment isn't the issue with the system, it's all the people that don't. Roof could have been taken out back behind the police station and executed and it wouldn't have done a thing to fix inequality in criminal justice or the prison system.
