Artists are well within their rights to request that people not repost their free content without permission, but it's still kind of silly to do so. It's free advertising, after all (presuming credit is given), which is nothing but beneficial. It's certainly not equivalent to piracy unless the content being reposted isn't freely available (in which case it's just plain piracy).
Many artists wish to have full control of their artworks. Whether or not you believe "no-repost" policies are silly, they're something to respect. For professional artists who work for companies (like Nintendo or other Japanese company), they could sue you for reposting art without permission.

I'm okay with piracy. Gabe Newell made a statement about it nearly 10 years ago that piracy is essentially a service problem. With convenient alternatives to piracy, it's gone way down... but with the advent of more and more streaming services competing with one another at the expense of the consumer, I expect piracy to go up again.
I think extracting music and models from games is fine too, for projects or other kinds of stuff.

Provided it's publicly available stuff, and the artist is properly credited, being against having the stuff reposted just seems silly, outside of obviously bad stuff like repurposing it into Nazi propaganda memes or something (which reflects poorly on the artist and borders on defamation).

Don't blame it on the artists for publishing their talents. They have the right to start withholding them from the public anytime. So don't destroy nice things.

PS: This is coming from an artist myself.

Assuming that "without permission" also means "without credit," I'm gonna go with the second one.
Keep in mind that most artists, if not 99%, are against reposts of any kind, even with credit.

Depends. If a person never intended on buying the product in the first place then it is. If they pirated something they were going to buy then it isn't.

When it comes to actual fair use, you don't need "an excuse" to reference somebody's work because that's a fundamental free speech issue.

Making non-profit fan art out of love = Not OK
Reposting others' art without even credit = OK

That's what I'm basically hearing. Do mind that individual creators need a lot more support than big companies do, and art theft isn't the way.

Fair use is a protection that only applies under certain circumstances (with a matching trademark fair use which tends to be more stringent). And it's worth noting that even though fan works are entirely against copyright law and outside the realm of fair protections in the US, enforcement can be lax unless somebody is profiting from it or it's highly disparaging. Pretty much ever fanfic explicitly violates copyright law, but companies generally don't bother going after the fans.

And if you're talking about the relative morality of one vs the other, a clip show vs fan art is largely subjective. The amount of effort somebody puts into their violation, however, is meaningless when discussing the relative morality. What could be worth discussing, however, is the secondary benefits -- besides direct monetary profits on the fan work itself -- since channels, artists, etc, who exploit copyrights can often build a platform for themselves thanks to the illegal use.
But that's not an excuse to repost someone's hard work without permission, fan art or original.

There isnt really here either. People cry about everything. Three seconds of a clip being used, etc.
This is because people don't ask for permission, though this is hard to get.

Most of those fan works pretty explicitly violate fair use laws anyway.
Aren't fan works better than unauthorized screenshots or clips? Because you're still drawing or making something with your own hands. And you may choose not to make money out of them.

Fun fact: In Japan, there is no "fair use," but most creators are more permissive to fan works.
