Not with their powers. Garnet's is all encompassing anyway, so she would see the possibilities of Deathstroke reacting to her reactions to however many iterations from the beginning, and it's not a power she's gonna actively use in a fight anyway. I'd argue in general that two precognitive characters would cancel each other out, just not here.

Deathstroke strikes me as a multi-gambit sort of guy. Garnet can see possible futures, which isn't that helpful when many of them might be true. That won't help you avoid every trap and setup Slade might do, and it really won't help if he's setting up with a sniper in one possible building out of six hundred.

popeye doesnt start out with spinach IMO but he spawns in a grocery store/farmer's market because obviously that's his first play. i dont think it really matters

and he definitely doesn't start out already powered up because that's never how the cartoon is

The idea was that you would use either the stick or d-pad. Think of it as a pad with two left halves, and you hold whichever one you need for the game you're playing. The "you need three hands" thing assumes that you need access to both inputs at all times, which isn't what it was designed for.

I don't see how hacking is really gonna help 9S out here. There's not gonna be many quick solutions in the environment he can hack to get the edge on doggy. As far as I can think, any solution he can think of would need to be planned in advance anyway. Swapping consciousness would be useful, and I bet he would have the willpower bonus to choose the general fighting environment to something conducive to this.

However, unless the Liquidator is real dumb, I don't see how 9S could really deal with him before getting stomped. It's pretty close to a counter to 9S. In terms of his weapons, lasers won't work (dog can make steam to avoid the energy), guns won't work at all, gravity could be dealt with easily, missiles will probably do little. His body has some waterproofing, but being able to swim or deal with rain is a whole different story than pressurized blasts of water that can be controlled. He can swap bodies... to other electronics which likely have much less waterproofing and can be broken with indiscriminate waves.

Unless somebody can sell me on feasible traps that 9S would think to do, I'm going Liquidator
