Yes, at the end of the day, the raw data says that unrestricted highways are safer than restricted ones with proper enforcement of road etiquette and drivers who are used to operating at those speeds. The american driver paired with modern cars are more than capable of doing this, they just need to be trained through the enforcement of road etiquette.

Speed limits that may have been set 40 years ago when car and tire technology was much more primitive. Having speed limits prevents effective use of the our road infrastructure, whereas, not prosecuting people who make the effective use of said roads impossible (left lane squatters) makes the situation even worse.
