Which is a largely fallacious argument because taxpayers have very little say in that. In theory, you could have taxpayers demand that their communities go from having police departments to sheriffs' departments since sheriff is an elected position whereas police chiefs are appointed, but there are so many fucking hurdles even before you get into the amount of buy-in you'd need AND even then it probably wouldn't solve that many issues before they happened, let alone solve the recurring social problem where citizens resisting arrest wind up leading to an escalation in the use of force and creating situations that are far more likely to end badly (even without factoring in things like choke holds).

maybe if they stand in the street and hunger strike that might work

I don't know the details on this; the Tennessee one specified the Highway and for good reason, it's very dangerous to block a highway even for a short time - there's longhaul trucks and heavy machinery that just can't stop and go effectively.

But for town roads? Fuck that, protestors should be allowed to clog them up - they're using their limited resources to get something done.

Lagrange points are not stable. An object can't just sit there, it has to orbit the L-point. And the L1, L2 and L3 points are unstable, an object in orbit around those points will eventually depart unless it is capable of station keeping. L4 and L5 are stable, if the mass of the primary object (planet) is sufficiently higher than that of the secondary body (moon). But an object at L4 or L5 will still orbit the point.

Can a Lagrange point ever 'be' stable as a result of... something?
