He's had a stranglehold on the legacy position for sixteen years now and he's nowhere near interesting enough for that. And yet Capcom persists. With Shadows, we know that he's protected until at least 2037! With no trading there's no interactivity and the rounds are so long that I just sit here getting more frustrated as the day goes on. Plus after three days I've seen the last remainings already to know I will just fume for all of spooky season if I stay involved. And that's the worst way to spend my favorite time of year. They've taken three shots at writing this character and have come up with three wildly different portrayals and all of them incredibly underbaked. His entire purpose of teasing Umbrella from the original was made pointless by the much better decision to outwardly make Luis part of the Nemesis Project in the remake. Taking that away from him, he's... Basically nothing. Though the PTSD version from re4make was probably the best version overall.
