Wtf it's not mockery.It's both. We have mirror neurons which let us feel empathy. Empathy let's us understand each other. Culture informs us on how to process those feelings. Take stealing, empathy let's you know that having something stolen from you is bad, but stealing is evolutionarily advantageous.
