huh that's interesting. usually people who like 3s make the argument that 3s is so cool because everything is risky. pretty much no move is safe in all circumstances. almost nothing is safe on parry, a good amount of the moves are not safe on whiff, some are not safe on block and (lol) some are not even safe on hit. a couple of Ryu's moves are like that actually, where hitting someone with that move means you can get reversal supered off it.
alternatively in 4 it feels like everything is safe to me. maybe I just don't understand the game enough. I see people throw stuff out that would get them killed in ST or 3s and try to punish it and eat a DP to the face
