As for grinding, it's not too bad, just focus on 12 characters you are definitely going to use for the Premium Disc. The nice thing is that finishing Scenario 3 is not required to use the save file. Oh, and one of the characters has to be Synbios, since he is the default main character of the Premium Disc.
Level wise this should be fine:
10/20/30
However the optimal level in my opinion would be:
17/30/30
