I may have had one of my summoners with time magic in my 1.3 run for haste spam but I don't quite remember.
Generally I just don't consider it useful enough. Especially since haste can miss and the other spells generally aren't worth using because you should be killing the enemies before any weaknesses you may inflict really matter, unless you're spamming for exp/jp, in which case I'd stick with breaks anyway.
