the only way this is a '10 year game' is if he played less than one turn a day, but yeah still pretty crazy. i've never really tinkered with civ postgames.
One turn at that point in the game would probably take about an hour, even if most of it is just waiting for the computer to move. I once had an endgame cold war scenario in Civ II and I would just leave the computer idle when it when it was the AI's turn.
