1. It does. I'm not a huge fan of 3D but I made an effort to play OoT in 3D whenever I could because it enhanced my experience with the game. I'm not saying that applies everywhere; I certainly feel no need to turn 3D on to play Find Mii or anything along that line, but it does make a difference with the right game.
2. Is it not? Were the DS' graphics closer to Gamecube? Feel free to correct me if I was wrong. Regardless though, my point still stands that it is a significant upgrade.
