First few nominations:

1. Jack Noir (Homestuck)
Jack Noir is a character from the Homestuck storyline of MSPaint Adventures. He is an omnicidal, near-omnipotent doglike creature who wears sunglasses and weilds a katana. His powers and abilities come from the Black Queen's Ring, which he wears on his finger. This grants him wings, his sword, his omnipotent powers, and transforms him into his canine form.

His degree of omnipotence is demonstrated by his extremely destructive abilities, strength, speed, and ability to teleport instantly. He can also teleport other objects. Jack Noir prefers a direct style of combat, loves bloodshed, and hates most everthing else. His most powerful attack is an enormous flaming burst of green energy that is capable of destroying entire planets.


2. Vriska Serket (Homestuck)
Vriska Serket is a character from the Homestuck storyline in MSPaint Adventures. Vriska is a Troll, a race of battle-oriented aliens, and is generally ruthless when in combat with an opponent. As the Thief of Light, Vriska possesses the ability to control all of the luck and bend it to her will, as well as steal luck from her opponents. Her weapon is the Fluorite Octet, a set of eight dice with eight sides each. Each value of the dice roll corresponds to a different attack, but because of her luck abilities she will always roll the highest possible roll, a 64. This casts the spell Ancestral Awakening, granting Vriska a pirate outfit and cutlass belonging to her ancestor, along with endowing her with brute strength, speed, and stamina at least on par with that of the story's near-omipotent antagonist.

3. Hal Jordan aka Green Lantern (DC Comics)
I won't do a writeup, but for the era, the most recent and most definitive run is the Geoff Johns era from 2004 and onward. That's a bit more than five years but the same writer has been essentially in charge of the character since then and he's been portrayed pretty consistently since then, with any power increase at reasonable levels. If that's still a problem, you can easily just take the last five years of his history and use that. It shouldn't change much.
