I think there is more to it than that. I like WW more than other Zelda games, but it had bigger issues than difficulty, I think. The dungeon design, on the whole, could have been better, and there could have been one or two more in place of the endgame fetch quest. Sailing was a nice idea (though wind direction shouldn't have been as central to navigation as it was, or at least not in the way it was implemented), but more landmass, or at least bigger landmasses, would have made exploration even better. Difficulty was a problem, too, and it's probably the all-time low point for modern Zelda in that regard. Still, it has character and personality that make it standout, and it tells the most enjoyable story of the series.
