Not really. The big advantage Ocelot has over Bryan is that he obviously won't miss if he shoots. But he's also very prone to monologuing, which we known Bryan loves abusing to put a bullet in your face. I could easily see Ocelot being caught off guard, and if Ocelot can't immediately kill him, it becomes a very even fight
Ocelot loves gloating, but he isn't dumb and he's a ridiculous gunfighter. He could legitimately shoot Bryan's bullets in midair and make them ricochet into his brains.
