The Nintendo that bought Monolith Soft is not Nintendo of America. They're the only branch that doesn't release their games.
NCL has ultimate authority on this, NoA has stated on numerous occasions that they do not have autonomy. xenoblade isn't out here because nintendo doesn't want it to be.
There is no evidence for this in this case. NoA themselves, however, have discussed their plans for the game, and what it would take for them to release it. It wouldn't really make sense for that to be secondhand.
