It's just an example of amazing game design
It's got a bunch of cutscenes so that when you first play the game, it's like an epic movie that gets you really involved and invested in the stories and characters.
But you also get really excellent arcade-style gameplay that is very replayable and open to creativity, which is great on subsequent playthroughs when skipping cutscenes.
It doesn't let the fact that it's a game detract from its cinematic potential, and it doesn't let all the cinematics detract from the gameplay. Both aspects of the game kind of let each other do their own thing... but somehow they meld together perfectly as well.
