Homura has this easily, and I can't see an argument as to why she wouldn't.
Homura's body actually does not exist; her entire being is in her Soul Gem. As such, supplementary material - I believe Oriko Magica, but I haven't read that in a while because my God the pacing on that is terrible, and definitely Grief Syndrome - show that Puella Magi can regen even their entire bodies as long as their soul gem is intact.
Yes, Red can mind read "oh target that thing and bam she dies", but Homura outright stops time against Walpurgisnight, and has enough time in that time freeze to fire off at least forty missile launchers, one by one, AND control where in the air they freeze.
Which matters...how? You're not seriously arguing that the rocket launchers can't be stopped by the pokémon, right? >_>
Not to mention, more info on this soul gem is needed. If Homura isn't carrying it, she doesn't have that power - Home Bases are banned in MPFC.
