Precisely! Was it awful at first? Yes, I think I flipped over like five things just trying to get to the beach. That said, once you get used to them the driving controls become second nature and just as rewarding as in the other games. I personally absolutely ****ing loved GTAIV, so I'll be balls deep into GTAV the day it comes out.
I got used to the driving quickly and that's why I did enjoy the game a lot, but it was still distinctly less fun than San Andreas. The driving was "adequate" after you got good at it, but it was still too boring/limited compared to SA driving. I played GTAIV for 40 hours, then picked up SA again and IMMEDIATELY the driving felt so much more fun. Not to mention other things like boring setting and no jets/fun vehicles that made it more boring.
That being said, GTAIV added a TON of amazing features into the formula. The shooting and cover system was brilliant, the story decisions were amazing for a sandbox game... phone was cool in concept, bad execution, but still cool. Lots of other stuff that I can't pull off the top of my head.
