when you combine runes you get a RANDOM rune result.
So you could potentially spend 375 ip for 25 tier 1 runes and have them turn into a 2000 ip tier 3 Quint. (yay lucky!)
Or you could have then turn into a Mark of Armor or something completely useless. Or into a type of rune that you already have 9 of.
Its a gamble.
But thats why I recommend using only tier 1 runes through level 19. Then when you hit 20 buy 6 cheap ones and take your random TIer3 rune. But then just buy your own tier 3 runes from there.
In fairness, if you get dupes, you can spend two 3s to get a random 3.
