Look at it this way: There are no laws but those which the police enforce.
They most certainly can choose not to enforce laws. Doing so is not uncommon.
They, like all humans, have the ability and moral responsibility not to enforce injustice.
And since this was being taped by protestors who would broadcast these cops' faces to the world, the cops would have lost their jobs by doing nothing. Would it really be worth endangering your source of income and risk not being able to support your family over this trivial s***? This is not injustice. It's just dumb all around.
