The problem is that there is simply no way to realistically not have this problem. There are obviously immoral laws that can exist, sure, but you can't draw the line because you're accepting that there *is* no line - the police are free to act according to their own conscience. Just a few examples of how that becomes problematic: speeding tickets are now even more of a cluster**** than they already are as every cop has free reign to choose what speed they think should be cracked down on, rape can be ignored by cops who think "she was asking for it" was valid, and so on. You might think one or both is immoral, but if you're leaving the enforcement of laws up to the individual officer, you guarantee these situations. You may say the way out is to not leave it up to each officer but instead up to some supposedly worked out standard...but tada, that's what the law is supposed to be, and if we can't make the legal system perfect as is, how are we going to agree on a backup to the legal system without it being every bit as messed up?
