No it's just annoying because I hate making all these plans and preparations for whatever and then bam nothing happens.

You pretty much just described me. I like myself and don't see myself as a flake. I say continue to be his friend!
I still think he's a good friend but maybe I should have take less initiative in trying to hang out with him and just play it by ear.
