Even then I didn't have problems (Mind you, the highest level I got to was 30), though I agree having random bandits with very expensive daedric/glass armor doesn't make much sense. If they have the ability to get such good armor, why are they bandits in the first place?
I never got to a higher level due to my short attention span. Once I get so far with a character, I think about other builds I want to try out.
