Cecil's kinda a pilot. He was commander of the Red Baron's specifically because of it, with his short description saying "The mysterious young man who possesses unsurpassable skills in swordsmanship and airship navigation."
And Sazh isn't too impressive in XIII, but come XIII-2, he's stated to be the best pilot in their world. His Eidolon gestalt mode controlling isn't bad either.
