He was commander of the Red Baron's specifically because of it, with his short description saying "The mysterious young man who possesses unsurpassable skills in swordsmanship and airship navigation." And Sazh isn't too impressive in XIII, but come XIII-2, he's stated to be the best pilot in their world. Then maybe just Fox. It's hard to tell how powerful Andross is supposed to be in a straight fight. Those four could all give him a good fight, though. Peppy, not even in his heydey. James? I have no idea. He seems like a really smooth pilot during the ending sequence, but other than that we only see him when we control him during Command. Setzer could totally do it. Setzer's probably a better pilot than Fox.
