Liara went from middling (by BioWare standards, which IMO means 'above-average' for most other game developers) in ME1 and ME2 vanilla to impressing me left and right with LOTSB. ME3 simply follows that trend as far as I'm concerned. Takes what made her so good in LOTSB and continues it.
How so? I don't even think she was all that impressive in LotSB, but she was still better. Seems she dialed it down in the third game. She just... doesn't do much. She's pretty boring.
