Oh I agree, but it still remains pretty damn pointless to set it in stone so early and then barely bother to touch it until post-Elimination Chamber.
I'm gonna go with what was pointed out at the time. That announcing it then meant that Rock couldn't back out without taking a huge PR hit. I think that's a totally legitimate concern.
Also, it WAS a fairly original concept, and I never like to criticize companies for trying something new. So now they tried it, it was dumb, and presumably they know not to do it again!
