Oh, "enlighten" me obi wan. He said it at the rally in mid-January where it became a meme and an accusation of decline, and then he repeated/doubled down on it when confronted days later, and then pivoted into claims of passing a second dementia test. I believe people read it as him trying to pass off his gaffe as satire of some kind, and he repeated it to use that as cover.
