The table tells you the maximum frequency that you can send across HDMI at the listed resolution with the given spec of communication across the cable.

Bigger # = Better Refresh rate capability at listed resolution
Lower # = Worse Refresh rate capability at listed resolution.

You pick the resolution you want to watch your content / play your game at, then you settle for whatever resolution & refresh rate your (Display can handle / Source can produce).

What is a refresh rate?
