Since it's not your cat, it just seems like your roommate seems like the person who just has a cat to have a cat. Cats are relatively low maintenance, but they still need to be taking care of with grooming and attention. Even shorthairs will shed and get every where if you aren't grooming it. Kinda bullshit you have to deal with that, but if it's a single cat(and honestly it should get spayed) it's going to want to get socialization from humans because it won't be able to get it from another cat, which is why you have to deal with constant meowing, in heat or not.
