US says it does not support invasion of Rafah but it knows this deal won't go through and it knows Israel will destroy Rafah with the weapons the US gave Israel. Blinken is effectively just trying to manufacture justification for Israel's next war crimes. "If Hamas had given Israel what they wanted then Israel wouldn't have massacred all these more civilians, oh well"
