Don't forget the context of the question. It was American soldiers that were asking how they were supposed to play an always online console when they're out in the field when internet is spotty at best. Also when soldiers are deployed they're not even supposed to be using the internet at all. Not even to send an email.

Maybe back then in 2013 or for special forces type stuff but it's definitely something we use on deployments nowadays.

Now, while on mission, in a convoy, or following the death of a soldier in combat, or something there are/can be rules regarding internet use and we can be restricted but that usually won't be for more than a few days at a time.
