My thoughts are perhaps Firaxis wanted her in the game as a Great Person, couldn't find a category that suited her, then shoehorned her into being a Civ leader. While it doesn't happen all the time, vast majority of the time Civ leaders are actually heads of state/government of their respective countries. Design philosophy changed in 7 so any significant person can be chosen as a leader.
