Most important tip I can give you is only play Bethisda games on PC. Beyond that just go the way that the game hints at you going. It's an RPG, you are just going to have to have at it.

Strength 3 - Armorer, lets you modify armor(get the Padded mod for your torso armor to reduce the damage from explosions, later you swap it out for the Dense mod, which lets you shrug off the occasional missile)
Perception 4 - Locksmith, gives access to a lot of loot and ammo from locked containers, plus you get experience from picking locks
Endurance 3 - while a "convenience" pick, Live Giver grants extra HP for the first 30 levels when compared to points in Endurance, and allows health regen outside of combat from level 20 onward
Charisma [variable] - 3 for Lone Wanderer provides a big boost if you're traveling alone(or with Dogmeat)
Intelligence [variable] - 4 for Hacker is nice, though Locksmith from Perception is far more common
Agility 3 - Sneak, stops traps from triggering, makes it hard for enemies to see you, lets you 'disappear' at higher levels if you need to run away
Luck 2 - one point in Scrounger adds ammo to many containers and enemies in the game, and you can sell the excess for cash
This is pretty much my build except 4 in Charisma and 2 agility.
