I'd be calling the SPCA and the police everyday if my neighbors did that. Hearing dogs bark all day is triggering my PTSD and the only remedy is going Rambo on them. It would be literal torture for me and I'm not even exaggerating. As a registered disabled person, I'd also get a lawyer free of charge, either employed by the government or a non-profit advocacy group, to sue on my behalf. If even abled people are annoyed by unruly dogs to the point of going insane, imagine what it's like for people with actual PTSD. Your brain triggers a stress response as if your life was being threatened. Bear in mind that I can't be held criminally responsible for any action related to relieving my PTSD. Just telling that to bad dog owners should be enough to get them to comply.

Not only is this one of the most unhinged things I've read here in a long while, but it's also rife with stupidity. Having PTSD does not somehow excuse you from breaking the law, of which killing a persons animal is. In other words, you would be held criminally responsible, as it is a criminal act regardless.

It's also absurd to think that killing someone's pet is a rational excuse; it is indicative of psychopathic behavior. You could plea insanity for your defense, but then you're just going to get thrown in a mental institution since you would be deemed unfit for general society, which is where you would belong in this case if something as ubiquitous as a dog barking is enough to set you off into a psychopathic murder spree.
