That's what happens when you:

-deregulate to the extreme
-focus on getting things done at low cost
-only allow for "internal discipline"

China has come a long way in the last 40 years, but the problem of government and state-owned enterprise corruption isn't going anywhere anytime soon because you can't speak up against the government without becoming a target, so you're basically relying on the party to police itself, which is just not going to happen. Half the time, the "anti-corruption" bodies are just being used to go after political enemies of the people in power to begin with.

Putin saw the ramifications of this when he started his war against Ukraine and realized that cronies and sycophants tend to *not* do their jobs well, and China is going to see this same problem too.
