If there's a reason to withhold alcohol use from those minor than 21, then it should apply all across the board to stuff like joining the army and doing porn. Also 18 can look adult, but the brain is still far from being fully developed. I can settle for 19 though. The US is an outlier for being overly conservative here. All other established developed countries have all of those at 18, including the UK.
