I think it leads to a spiraling effect for those players who use them. Finds game too hard, uses mods to change the difficulty, gaming skills atrophy, finds future games too hard, dowloads mods.

Recently watched somebody play Link to the Past and for the first part of the game they kept getting their ass handed to them so were relying on save states and the rewind feature to brute force their way through the dungeons. Once they stopped doing it so much, they got better overall and actually started learning some of the games mechanics.

I've found the same thing happens to me if I abuse the soul dupe glitch in Dark Souls. I stop playing smart and start getting sloppy because my health and damage are way above the average for the starting areas of the game.

This is the general idea behind not using the Drake Sword in DS1. If you're good enough to get it the normal way then it's fine, but if you cheese the tail with arrows and use it in early game then you're not going to be prepared later when you need to use other weapons.
