Yes, that sounds about par for the course when these organizations handle this stuff. They'll downplay the seriousness of the crime by referring to child rape with terms like "inappropriate behavior" or "alleged indiscretion", and then they'll blame the victim for "tempting" the rapist, or claiming that the victim "did not appear to reject the alleged advances at the time", as if that's actually a fucking option for people to do when a church pastor acts like a piece of shit.

They'll say all of this stuff, and then in the same breath claim that they "strongly condemn sexual abuse", right after making a shit-ton of excuses for why the pastor's sexual abuse doesn't actually count as sexual abuse. It's a lot of goalpost-moving, victim blaming, and any other slew of shitty behavior you can imagine.
